And yes, seems like Google has been into some developers mind to get the need and so, it will be launching Google Web Designer in coming months! This free tool will allow you to build HTML5, CSS3 creative to run across all modern browsers & devices.

The announcement about this has come as a note in DoubleClick advertising platform. And this implies that this new creative tool will be integrated with the DoubleClick Studio and AdMob aiming to simplify the process of building HTML5 and to serve it across all Google platforms.

Web Designer is envisioned to focus on creating creative and interactive ads not going to be website building service as of now. But its possible that Google will use this product in some of its other apps!
